The New Improved PMRF Plan is the very bad for Kauai

The "new and improved" expansion plan that the Navy has requested of the Hawaii State Board of Land & Natural Resources(BNLR) is a really just a retread of what was presented and hooted down at the public meeting in Kalaheo back in November of 2003.

The new plan is asking for a lease expansion of about 300 acres. Although there is no home on the island on even a quarter acre lot for under $300,000 and a standard lot in Hanalei just sold for $7,000,000 the Navy is asking the state for the 300 acres for free.

Moreover, the 5,300 acres that they want to a non-exclusive restrictive use of would not only be free but forever (gratis in perpetuity). It's not that the Navy couldn't afford to pay a fair market rate. In fact hundreds of millions of dollars are set to flow their way for a new attempt at a Starwars Defense: this time using multi-gigawatt lasers to shoot down items in space. It's not the money. It's that the Navy thinks it is doing us a favor defending us, so we owe it to them to give them control of over an additional 5000 acres for nothing.

I must say that the two maps in this presentation are indecipherable. It is nearly impossible to understand the Navy's intent from what they have made available to the public. I will try and reconstruct this map as best I can in the next few days.

The BLNR meeting at 9:00am on Monday, May 24th in Lihue at the Memorial Convention Center will be the last public meeting on the request of the Navy to increase acreage and influence on the Mana Plain. The PMRF will be there, so should you. We do not have an agenda or schedule but the PMRF request should be dealt with. Bring written testimony and be prepared to speak your mind in a three minute presentation. Below is my "testimony" to the Board of Land & natural Resources. Send yours to:

Reason not expand the PMRF
The PMRF’s publicly stated reason for a lease expansion is based on false and misleading characterizations of federal regulations and military necessities.

The Navy says it wants to take control of the pumps and ditches around the PMRF to assure the security of the existing base (and incidentally save westside farmers some money).

Those pumps are now operated by the State of Hawaii to make dry land of what would otherwise be a seasonal brackish wetland. The State passes the pumping costs to the farmers who lease that land. This runs about $600,000 a year, or $100 dollars an acre.

The PMRF says it can’t take care of the pumps if they are not on federally leased land. Therefore they must have a long-term lease on 300 acres of additional land. So the farmers are eager for the PMRF landgrab.

This reasoning is bass-ackwards. What the Navy really wants is 300 more acres of the land (including the pumping operations). The farmers are simply being bribed to support PMRF expansion plans. If the PMRF really wants to secure pump operations and help farmers it could simply pay the State fair value for the 2000 acres it leases now. How about starting at $300 an acre per year. That would keep pumps running and Kauai farmers’ noses above water.

The PMRF is in the business improving our ability to wage war. That’s about the biggest business in America. On Kauai that means billions of dollars for corporations like Raytheon, Verizon, General Dynamics and ITT. That is what this is really all about.

Yes, the PMRF means jobs for hundreds or even thousands of Kauai residents. It also means a lot more oversized SUV’s on the road, and a lot more big plasma TV’s flashing Fox News Terror Alerts. In the end it means an end to Kauai as we know it. You might as well be living in Houston or Buffalo.

The militarization of Kauai is only beginning. The Army and Air Force want a C-17 Base to support a Stryker Armored Brigade in Hawaii, and Kauai’s westside is looking mighty good.

Why are you on the Garden Island? Isn’t it because you live in a peaceful place as close to paradise as it gets? Do you really want Barking Sands be the Pearl Harbor of the 21st century?

On Monday, May 24th, at Convention Hall, the BLNR will have the second, and last, public meeting on this PMRF expansion. Please attend and let your views be known.

The Nohili Park Initiative (NPI) Alternative Plan

Reasons to Relocate PMRF
Rather than expand the existing PMRF Base, the Navy should make a phased relocation inland, away from the shoreline. In its place would be an expansion of Polihale State Park and existing DLNR wetlands.

This alternative plan, titled the Nohili Park Initiative (NPI), would be expensive, but it would take place over many years and be funded by new PMRF programs and capital investments. The plan could easily take 20 years to complete, and the dynamics of implementation would require adjustments to the initial plan, but the goal is clear: The best use of the land on the Mana Plain.

A compelling strategic military consideration comes from a recent Pentagon report on climate change by Peter Schwartz, CIA consultant and former head of planning at Royal Dutch/Shell Group, and Doug Randall of the California-based Global Business Network. The few experts privy to the contents of the report say it shows the threat to global stability from climate change vastly eclipses that from terrorism.

Schwartz and Randall are quoted as saying, “An imminent scenario of catastrophic climate change is plausible and would challenge US national security in ways that should be considered immediately... As early as next year widespread flooding by a rise in sea levels will create major upheaval for millions.”

If this Pentagon study is correct, Hawaii is threatened in two ways by global warming. Rising seas and chaotic ocean storms. This will be more of a threat to the PMRF than terrorism has been, and action should be taken. To reduce that threat the PMRF should immediately begin planning a move away from the shoreline where it will be at the mercy of future catastrophic climate changes.

Advantages to Relocation
The Navy will have a newly designed site and would be upgrading two 6000 foot runways for a new 10,000 foot runway. The new site will be consolidated and more secure from expected catastrophic climate change.

The wetland environment will be greatly expanded and be connected from the mountains to the ocean. This will enhance the chances for many species to escape extinction. Wetlands also absorb storm surge and flooding, and will help protect surrounding agriculture, park and private development, as well as the PMRF.

The proposed increase of park land from approximately 300 acres to over 1,300 acres will greatly enhance the public’s recreational opportunities and access to beaches. It will also be large enough to establish a program of dune wilderness restoration and protection.

There will be opportunities for much needed private business development in both agricultural processing and high tech industries at the south end of the site.

Relocation Disadvantages

Although the NPI will have advantages for the military, the environment and the public, it comes at a cost of agriculture acreage. Over the next twenty years the NPI anticipates a reduction of agriculture on the Mana Plain by almost 40%, from about 4,000 acres to 2,500 acres.

Some would argue this is inevitable, due to a failure of sugarcane as a profitable crop in Hawaii. As cane is phased out, one problem Kauai faces is what to do with unprofitable agland. Suburbia? That is the reason the Navy is advocating its Agricultural Preservation Initiative (API), to keep things from changing. The NPI faces this issue head-on and makes the best it can of it.

Act Now to stop PMRF Land Grab

The PMRF (Pacific Missile Range Facility) is requesting control of 5,860 acres of agricultural land and an additional 300 acres of leased land from the State Board of the Department of Land and Natural Resources (DLNR).

A public hearing on the subject last November brought out almost 300 people opposed to the project. However, our legislators just voted to support the Navy’s request! Representatives Mina Morita, Bertha Kawakami, Ezra Kanoho co-sponsored the resolution in the State House of Representatives. I guess they don’t care what the people of Kauai think! The legislation will soon be considered by the State Senate.

According to the Garden Island article, Thursday, April 22nd, the rationale is that PMRF has offered to take over the cost of drainage and pumping of water from the ditch that controls water flow on the DLNR ag lands on the Mana plain. Kekaha Sugar Company ran the pumps until 2000. Other agricultural companies lease land there, too. It seems that the operation of the pumps would be funded through the lease money.

Currently, the DLNR is supplying the labor and supervision of the water flow, which is as it should be. Their job is to monitor and protect natural resources on the island. It is crucial that they continue to do this important job of monitoring water flow, and controlling what goes into the ocean onto our precious coral reef at Barking Sands. Especially in light of the current white spot shrimp virus at Ceatech shrimp farm in Kekaha, where there is concern that the virus may have spread to the ocean.

If agriculture becomes financially no longer viable on the Mana Plain, maybe the DLNR should consider letting the part of the plain revert to wetlands. The original wetlands were one of the largest in the state, and were home to beautiful waterfowl. What a great natural resource and attraction such a site could be today! Maybe Polihale State Park could be expanded to include a wetlands area.

An issue not addressed by our legislators is the existing loss of public access to a long stretch of beach from Kekaha to Polihale State Park. This area was traditionally used by fishermen, shell gatherers, and campers. Access was originally promised when the state agreed to lease to the Navy, but has been severely restricted since 9-11. If the Navy is given control over the additional 6,000 acres, many fear loss of access to Polihale State Park, which is a valued recreational area and sacred site to many here on Kauai.

I oppose this proposal on several grounds:

1. The DLNR should continue to preserve and control this land for the people of Kauai, and to guarantee public access to Polihale State Park. The DLNR is capable of preserving the land for agricultural uses in the best interest of the people of Kauai. We do not need the Navy to do this for us. The land is state land and should remain under state control.


2. The DLNR should continue to control the drainage and pumping operation for the Mana Plain. That way they can monitor what is going into the ocean onto our reef. They can insure that nothing harmful is discharged. The Navy does not have an interest in environmental protection or preservation.


If money for pumping is an issue, and the other agricultural leaseholders don’t generate enough money for pumping, maybe the DNLR should consider letting part of the plain revert to wetlands. Once this area was one of the most extensive wetlands in the state. Imagine being able to observe native waterfowl and wetland vegetation on the way to Polihale State Park!


3. The Navy base is already too big, and controls access to too much beachfront. We do not need increase militarization of Kauai. Kauai’s natural beauty and pristine beaches should be preserved by the State for the people.


Please do not lease or grant easements of additional land to PMRF.
